The decision was made by the 34-year-old tourist on his final day in Brazil, August 16, before he returned to Perth, Australia

Later, Hugo meets three men with guns. They approached him without being aggressive, but just curious about why the stranger was here. He gave them the letter in Portuguese and used Google translate software to express what he meant.

His exchange with three local men was interrupted continuously as they exchanged with someone over the radio, gunshots from afar. At that time, Hugo thought, a tourist should go to safe places to have fun, party, explore, not the slums. After determining he was "not a threat", they said Hugo could go.




But he didn't want to because he hoped to learn about the slums of Brazil. Finally, the group leads Hugo to a house, after a 30-minute walk. This is where he met their leader and was invited to the communal house for a drink. Hugo spent the day drinking with them and exploring the area. During his time in the slums, he felt that he was protected instead of his life being threatened.
Hugo considers his trip "risky and stupid" and doesn't urge anyone to do so. In 2015, an elderly tourist was shot in the area, walking in the wrong direction. Instead of going to the beach in Niteroi, a suburb of Rio, he and his companions stray to the Caramujo slums, which are controlled by the mafia gangs.




Journalist Donna Bowater, who lived in Rio for four years, said many tourists have bought tours to visit the slums here. But people who walk alone are at a higher risk.
